Peer Team Announcement at Special MeetingIn the Special Meeting of the Board of Directors today, the Peer Assessment Team announced that the District will be recommended for international accreditation in August. The full Commission will make the final decision in Chicago later this year after the peer assessment team leader and the District’s managers present an extensive candidacy report. Based on the peer team comments today, I am confident that the CFAI will grant the District accreditation status. You can listen to recorded audio of the announcement using the player below. Decision Day

Fingers Crossed

If you have been following our story you know that today is decision day. At 1PM we will learn if this week will have a happy ending or if there will be a conflict with the plot. Regardless of the outcome, I am extremely proud of our personnel and each individual contribution that has been made to improve our service levels and our reliability. Our membership has been working for several years now to achieve a goal that is elusive to most agencies—a standard so high that even a great agency like ours finds itself stretching in every way to achieve it.

Tomorrow Looms

Vehicle Collision I-680The assessors ran calls during the week to observe our emergency operations and safety procedures. These photos are from a vehicle accident on I-680 this morning that involved a trapped occupant and two dogs. As always, the crews assisted all occupants. The focus of the team today has been concentrated on response time performance and benchmark compliance. In addition to our submitted Standards of Cover deployment analysis we have produce fifteen additional reports this week, such as this one, that document District performance in various response scenarios. The linked report for example shows our compliance with response time standards when responding to significant medical emergencies.

Hopefully we have proven ourselves worthy of the title “CFAI-Accredited Agency.” We’ll know if we remain on course for possible accreditation in August when we hear the recommendation of the team tomorrow. I Now Understand Why it’s Called Hell Week

Chief Senter with Director LindsayWe never thought this would be an easy week—and it certainly hasn’t been. Demands are high and expression of concern is common in hallway conversation today. I had a friendly although somewhat uncomfortable interview with Chief Senter this morning. He was personable and engaging but at the same time very serious and purposeful.  He asked me questions about goals and objectives, continuity of government (providing local government operations in the case of catastrophic events that limit the availability of our Directors), and our expressed ISO Class 1 goals. We also discussed the preparation and delivery schedule of the response time reports requested yesterday. Board President Lindsay was also interviewed later this morning. There were several field trips today including Fire Station 33 to observe EMS supply caches and general inventory control systems. The assessors also reviewed a Type 3 engine at FS33. At Fire Station 31 Firefighter Eric Sabye took the assessors through the SCBA maintenance program. They also reviewed a Type 1 engine and Breathing Support 31 while at FS31. The Communications Center was also visited again today. Out at Fire Station 39 assessors reviewed a District ambulance and the Multi-casualty Unit. They also toured the metal shop and wood shop. The Livermore/Pleasanton Training Tower and the Concord Tower were visited as well. Inspections of Hazmat 35, USAR 34 and Truck 31 also occurred today.

District Overview

District OverviewThe Peer Assessment Team arrived at the Administration Building promptly at 8AM this morning. Chief Collins gave them an orientation to the facility and their work areas. Steve Call and Phil Duncan attended to their IT needs including getting the FireDepartment.org iPhone application installed on Chief Senter’s phone. At 9AM the peer team assembled in the Board Room and made formal introductions to our accreditation personnel. After an introduction by Chief Collins I began the formal District Overview. We were allocated one hour for this presentation. The intent of the presentation was to provide the team with key background information on the District and to outline our internal approach to the accreditation process. This is the handout provided to the assessors.

After the presentation I sat with Dave Mills of the Patch to discuss accreditation and answer questions for his article.

War RoomThe peer team interviewed several of our members today including Chief Collins, Chief Jamison, Chief Picard, Chief Krause, Administrative Services Director Bob Leete, EMS Coordinator Andy Swartzell, Communications Center Manager Denise Pangelinan, IT Manager Steve Call and Local 3546 President John Keel. For the most part the interviews have been pointed and difficult. Steve Call is currently working on 14 requested response time reports to supplement our SOC work. Tomorrow I’m up for interview at 9AM; Captain Duggan at 10AM; Board President Lindsay at 11AM. Finance Supervisor Gloriann Sasser and GIS Analyst Erik Kennelly are also scheduled for interviews tomorrow. The assessors can be expected at any District facility at any time and their arrival will likely not be scheduled or announced. Some inspection activity of apparatus and specialized equipment is being planned in advance and coordinated with effected personnel. If you are fortunate enough to cross paths with an assessor, relax and enjoy the exchange. It is not an experience you’ll soon be able to repeat.

Game Day

District Tour Breakfast at Katy'sI started my morning off having breakfast at Katy’s with the District Tour planning group. They provided me with the GPS tracking information below that allows our personnel to pinpoint the exact location of the tour vehicle as it moves through the District. The tour will run from about 3PM to 5PM today. Roy Wendel has the lead role for tour and he has planned an excellent route.

Chief Price, Chief Hart, Chief Paradiso, Chief Collins on 5/9 at Hotel SierraAfter a Mother’s Day breakfast with my Mom in Castro Valley, Chief Hart and Chief Collins joined me in the afternoon to pick up Chief Andrew Paradiso at the Oakland Airport. Andrew started out quite early in New York and then spent much of his day in airports and in the air. An Alameda County Sheriff’s Office deputy escorted us through security so the three of us (along with the uniformed deputy) were waiting for him at the gate when he deplaned around 3PM. He was the last one to trickle off the Jetway as we were all starting to think to ourselves that maybe we were at the wrong gate. He appreciated the welcoming committee and mentioned this was only his second trip to the Bay Area. We had a nice conversation on the way back to the District with views of the San Francisco skyline and scars of the 1991 Oakland Hills Firestorm prompting discussion.  Andrew told us that he has 22 years in the fire service—his first two as a dispatcher. In his department they work two 10-hour days followed by two 14-hour nights before their break. Andrew also told us about his nine-year old daughter who is an avid soccer player. We arrived at the Hotel Sierra in San Ramon and handed Andrew off to Captain John Duggan and Technology Manager Steve Call for a brief orientation and laptop configuration. With his pre-dawn start and three hour time difference, Andrew waived us off for dinner I believe in favor of some needed sleep.  Rounding out a full day I still had time to celebrate a Mother’s Day dinner with Lisa and Halle. Tomorrow includes the second trip to the airport to gather the balance of the team, the FY 2010/11 Budget Workshop with our Board of Directors, the District Tour, and dinner in Danville at 6PM with the full Peer Assessment Team. Tomorrow is the day we have been waiting for and we’re well prepared for it.

Preparations Come to a Close

Self-Assessment ManualPersonnel throughout the District spent the past week making final preparations for the arrival of the CFAI Peer Assessment Team. The large fire prevention conference room at Admin has been reconfigured as their primary work area and the adjacent small conference room has been setup as an office for Chief Wayne Senter, the assessment team leader. One of the key accomplishments of the week was the publication of the new Self-Assessment Manual. This version includes all the additions and revisions required by the team during their comprehensive pre-visit review. Although more changes are certain during their visit, this release brought us current with our commitments to date. This 360-page document answers more than two hundred questions about the current practices of our agency and outlines our future plans for improvement. It is available for review on the District website under Key Documents and includes hyperlinks to the thousands of pages of exhibits used to support our responses to the team and the Commission.

District Tour MapAlso wrapped up this week was the design of the formal District Tour. A critical component of accreditation and the Standards of Cover deployment analysis is to determine whether our agency is capable of providing service commensurate with our responsibilities, jurisdictional risks and service level objectives. The District tour is designed to help the assessors confirm the unique risks and challenges of the community first hand and to see the geographic diversity of the Valley. Stops along the way include Chevron, AT&T, the City Center parcels in Bishop Ranch, San Ramon Regional Medical Center, high-risk Wildland Urban Interface areas, among many others. The tour also presents a good opportunity to review and discuss our award-winning Pre-Incident Aerial Survey Program.

As the team begins to arrive in town tomorrow (yes, on Mother’s Day!) I plan to increase the frequency of my posts to at least daily to keep everyone up to speed on what is happening with the evaluation. On behalf of our Board of Directors and the community I would like to extend my appreciation to all members of the District that have work tirelessly to improve service levels and to increase the public value of our agency—and for getting us to this key point in the international accreditation process. Hopefully next Friday we can begin planning to have our team in Chicago for the August commission hearings. Either way, it’s going to be an interesting and historic week around here.
